I recently bought a used Fender Frank Bello sig, and I was using the User's Manual that came with it (it's a 2006 model) to do the setup, and I think I found some errors in the action setup section.

Under this section, it says the action at the 17th fret should be S/32" (2 mm) +/- 1/64".

I believe the S is supposed to be a 5, and the 32 a 64? That would be 5/64", which is about 2 mm.

If that is true, though, that action seems extremely low. I've seen a lot of other setup guides (Sadowsky and StewMac, for example) that recommend 7/64" for the E string action. Is there something I'm missing here, or does Fender set up all their basses with ultra low action?

IMO Set-up is completely feel.
I personally have never measured anything. I tweak til it all feels and sounds right to me. YMMV

+1 to Zod's comment. Feel is where it is at if setting up your own instrument.

As for the seemingly too low setup measurements, I recall at one time Fender's official bass setup guide called for applying a capo to the first fret before using the feeler gauges. I just looked and the capo procedure is no longer in the Mr. Gearhead section. Somewhere I have a print out of that and I'll try to find it. Maybe those measurements are with the capo at the first fret and they didn't catch it.

I actually tried to set up a bass using those directions for the capo and mechanics feeler gauge method one time. I gave up and did it by feel and just set it as low as I could without buzzes. I sometimes pull pretty hard, so my setup would be higher than most.
